Bulldog Technical Services LLC was spun-off from The Rigel Corporation on 1 April, 2000, and since that time has continued to provide services to the Marine Corps Systems Command under subcontract to Northrop Grumman Mission Systems (formerly Logicon) at the Northrop Grumman Mission Systems facility in Stafford, VA.
DiversityBulldog's experience is relatively diverse for a small business, since its employees are integrated into over a dozen different support teams serving a wide variety of government command, control, communications, computer and intelligence (C4I) projects. Many Bulldog employees are key members of their teams, often serving as team lead. The projects served include tactical communications programs, intelligence systems acquisition, information technology infrastructure support, information systems consolidation and management support, and budget and fiscal planning support. The following paragraphs describe in greater detail the key areas of experience, which comprise Bulldog's basis for performing Management, Organizational, and Business Improvement Services (MOBIS). Unlike a company with many years of experience, the majority of the employees who performed the tasks listed as corporate experience are current employees. They continue to provide the services addressed below, and they form the core of expertise from which MOBIS tasks would be performed.
Communications Systems SupportBulldog employees support several tactical communications programs including satellite communications, tactical switching programs, the Global Broadcast System, and the Single Channel Ground and Airborne Radio System. These employees serve in a variety of roles including team leaders, logistical support, and analytical support. They provide consulting services, survey services, program integration and project management services, and develop support products used extensively by their customers. In addition, they provide program integration and project management services, and are in essence the work force of the Project Officers that they support. These employees are fully integrated into multi-contractor teams, and have repeatedly demonstrated an ability to work effectively and harmoniously in a team environment. Based on superior performance several Bulldog employees have been promoted to higher-paying labor categories, and have assumed positions of leadership in supporting the Marine Corps Systems Command Program Manager for Communications Programs. Bulldog's demonstrated ability to attract and retain talented and highly qualified employees has led to expanded opportunities in this and several other areas of support.
Intelligence Systems Support
Prior to 1999 key members of Bulldog, including its current President, supported the Mobile Electronic Warfare Support System Product Improvement Program (MEWSS PIP) acquisition effort with engineering and technical support under an 8(a) contract between The Rigel Corporation and the Marine Corps Systems Command. Rigel's performance under that contract led to a subcontract to The Rigel Corporation by Logicon (now Northrop Grumman MS) to continue its support of the MEWSS PIP after the 8(a) contract was completed. Under this subcontract Rigel grew to nine employees before Bulldog was established. The Rigel subcontract was transferred to Bulldog, and Bulldog has since grown to 30 employees. The MEWSS PIP continues to be supported under this subcontract by Bulldog analysts, engineers, and logisticians who provide program integration and project management support, facilitation services, survey services, and support products.
Bulldog's support to intelligence programs has expanded to include analysis and program management support for the Joint Tactical Terminal, imagery programs, and certification and accreditation support. In all three of these areas Bulldog employees serve as team leaders and are key members of the support teams for their programs. These teams provide consulting services, support products, and program integration and project management services. Bulldog employees have security clearance and acces to the top secret sensitive compartmented information level.
Bulldog employees provide consulting, program integration and project management, and privatization support services and documentation support to the Program Manager for the Navy-Marine Corps Intranet and Marine Common Hardware Systems. These employees support both the design of future systems and the mechanics of supporting those systems and applications already deployed. Support in this area includes fiscal planning, engineering, financial management, support to contract management, and support of the Marine Corps' efforts to deploy and support the Defense Message System. As with other support teams working under the Marine Corps C4I Support Services Contract, these Bulldog employees are fully integrated into the various support teams that provide systems engineering and technical assistance for the C4I programs managed by the Marine Corps Systems Command. As with the communications and intelligence areas, these Bulldog employees are key members of their teams, and serve in a variety of leadership roles including that of team leader.
Information Systems Management SupportBulldog employees support the Marine Corps Systems Command Program Manager for Information Systems. They assist in managing and consolidating the many applications used for management of Marine Corps logistics and personnel. They provide analytical and management support in a variety of areas, often working closely with high level officers and civilian employees of the Marine Corps to facilitate change and overcome inertia. These two employees bring over 50 years of experience to bear in the Marine Corps' efforts to more effectively support its personnel and operating forces with fewer resources. Bulldog employees have made an impact in this area, contributing significantly to achieving better support of fewer applications, allowing more timely and economical management of scarce material and manpower resources.
